Over the past 8 years, the County Planning Commission has approved tourist development at a rate that is four times the high-end growth rate envisioned in the County’s General Plan.
- Ignoring the General Plan is creating enormous impacts on Kauai: loss of open space along our shorelines; overloaded infrastructure; traffic and highway congestion; overcrowding at parks and beaches; unsustainable demands for groundwater, wastewater treatment, landfills, energy resources and emergency services; shortages of affordable housing; and the loss of Kauai’s character, pace and quality of life.
Kauai simply cannot afford to let this continue!
On July 14, the County Clerk notified Kauai’s Coalition for Responsible Government that the coalition’s Charter Amendment had submitted a sufficient number of signatures to qualify for the November ballot. Voters will now have the opportunity to deal decisively with Kauai’s growth problem.
The Responsible Government Charter Amendment will make the County Council responsible to ensure that the county’s growth rate is no greater than that envisioned in the General Plan:
- The power to approve permits for tourist development will be transferred from the appointed Planning Commission to the elected County Council. In addition, permit approval would require a supermajority (two-thirds) vote of the Council.
- The Council would have the flexibility to transfer the authority to approve tourist development back to the Planning Commission, but only under the condition that the Planning Commission could approve no more development than is consistent with the General Plan.
